Hm... I went looking through some topics over the last couple years and I think if it's through a movie set or an in person event, chances are higher. Because someone recently sent to the Gossip Girl VV address and it got forwarded to the management one. You can read about it here:

It's up to you if you wanna take a risk and send something of your own to the Gossip Girl address, but since the show is so popular, it may just get sent back to the agency/management. Which isn't too bad, since you would prob. still get a signed photo in the end. Another option is waiting until he films a movie and trying that way.
