They used to have his agency address on here, so I don't know what happened to it. I believe it was based in Toronto, Canada (if that helps). Though, if all else fails and he starts touring again, go to one of their shows! Dylan refused to meet the fans, but John and Shlomi were ridiculously nice and signed two posters for me :D
