I am very sure that it is authentic signed by Rafael himself.

I have never come across a secretary signing an already preprinted photo, that seems very illogical to me.

Why would anyone want to sign a preprint? It already has an autograph on it, regardless if it's authentic or not!
Also, the fact that it is not only personalised with a message, but also "resigned", means that it is authentic. A secretary would usually add inscriptions on preprints, but never sign it too.

The handwriting is Rafael's, it matches to that on the preprint. {thumb2} Lastly, it seems it's a hit-and-miss with Rafael TTM, he mostly sends out preprints (same as your photo), but I've seen some authentic ones, like yours, from him too but that's very rare.
