I would buy with confidence if it's PSA/DNA'd. I've done a lot of research lately about them and I've found that they HAVE declared REAL autographs as non-authentic more times than people would like. However, they are very unlikely to declare a FAKE as authentic. This is a good thing. It means that they err on the side of caution and are pretty conservative.
One potential way to tell if you're getting a fake on ebay is to look at the sellers other Michael Jackson autographs. Are they on the same photograph over and over? I bought a PSA'd MJ autograph from a 10 year dealer on ebay about a month ago and I've noticed that this dealer hasn't sold ANY others like mine. In fact, this dealer started out with about 10 MJ autographed photos that a friend of his got IP via the bodyguard, whom he knew, and once those were sold, the seller had no more. They were all PSA'd. Because this seller isn't selling perpetual MJ autographs over and over and over tells me he's legit. Not to mention the fact that ALL of his MJ autos were PSA'd. And not to mention that ALL the signature REALLY DO LOOK LIKE MJ'S AUTOGRAPH WHEN SCRUTINIZED VERY CLOSELY. I hope this little long winded post helps....
