I would recommend contacting PSA/DNA. They may be able to offer insight as to whether the LOA was issued from them.

 I wanted to buy this Stevie Ray Vaughan signed autograph for my husband that is in a nice display. He sent me the LOA from PSA/DNA for me to look at. I found the display online. I haven't bought it yet. I'm not a collector but I did some research and apparantly all PSA/DNA have a certification number on the letter of authenticity. There is NO certification number on the LOA. Is that strange?
