Yeah, I have heard Beyonce is the nicest person in the world when the cameras are on... but when they are not, she often won't sign, or she will say "I don't do pictures hun", and in general will not be nice. Fair enough not wanting to sign at restaurants, but I have heard this is her policy anywhere.

Yeah, she isn't very nice and only seems to be when the cameras are on her. In Hollywood she won't sign at resteraunts or at the aitport. But I don't blame her for that. Personally I don't like getting autographs in such places. I respect the celebrity and places like these I want to give them their "space". However. when the camera's are on her she turns into a sweetheart. At movie premieres and music events she will sign quite a bit.

I saw the video and I noticed she did use a blue sharpie, which I am very suprised. EVERYTIME I get her in the Hollywood/Los Angeles area she ALWAYS insists that she use a black/silver sharpie. Therfore, since I can't make an argument for my statement I'll have to say that it might be real.
