It's probably really signed by somebody but not necessarily Senator Scott Brown. Could have been his secretary. But pre-prints don't go into such detail with the ink lines, etc.

I know its not an AUTOPEN, but could it be a PREPRINT?

This signature looks different than most, however I found one PSA'd on EBAY that looked like this?
