Most likely autopen. You can probably even find the same pattern under google images. For years, I thought my grandfather's retirement letter from Bill Clinton was real. After extensive google imaging, I found the same autopen pattern. Based on this image, you can also see the slow, drawn out, blotch type characteristic APs have.
