According to another website I use, most of those guys don't sign, but a few of them do. A few are untested so you should run them all through a White Pages search first to make sure they are still good. At least one of those guys hasn't responded since 2003, so you'll want to make sure they haven't moved. If you live near an International League team, you'll be better off getting Parrish IP since he rarely responds through the mail.
