With a publicist it's really hard to say what will happen to it. It could be given to the actor, I don't know. It usually depends on what the actor instructs them to do.
One person, at an unrelated PO, told me that with them it had to go through the publicist first to make sure it was safe, and all that, and "then" it would be given to the actor. So, I don't know.
Any time I am told it goes to the publicist I don't bother. To me a publicist is only a step down from an agent. If it is not going to their assistant on the set, or directly to them, then I don't try.
As for USPS, the reason it didn't work when you were trying to sign up is because you were on the net. They do not accept foreign orders on the net anymore.
If you are ever unable to get US stamps from friends anymore all you have to do is call USPS on the phone, toll free and you "will" be able to order them. They will take all your information over the phone, set up an account for you, and you can order whatever you want.
