They gonna start filming it this fall, or at least this is what Robert said in an interview, and what you can read on IMDB.
They going to shoot in Germany, Paris and Switzerland besides London as far as I know.

It's meant to be filming this Summer in the UK, so the studio here might be the best bet. Stars Robert Downey Jr.
