Sometimes you can get lucky and the celebrity actually asked if they received any mail on the set and it turned out that your letter was in the mail for the day that hadn't been sorted and done with by their people yet. But a lot of the time they would depend on their people to decide what they get and what they don't.

It would never make it to the actors and actresses on the movie set anyway. The producer usually doesn't want them distracted and has someone either read and sign autograph requests or throws them out. They don't even know they got fan mail.
