You can reach an authentic PP from Katy Perry via her agency in the system. I'm actually just getting ready to send to her. If you want to try and reach her VV, my best advice is to (a) make sure you e-mail the venues and see which ones actually pass along fan mail to the performers because not all do, and (b) make sure you send it early enough to get to the venue, sorted through their mail room and then passed on. Usually 10-14 days before the show is when I try to send.

I tend to post that when people say "I didn't know where to put it, please move it" as it means they have looked around the site and still chosen to post in Feedback. I look at it logically, perhaps if Admin didn't have to spend all his time moving stuff around, he might actually be inclined to deal with some of the more pressing issues on the forum. Oh, and I did offer my advice, the best I could. Some wouldn't have bothered. Poster has been a member for quite some time though and knew it was in the wrong section...
As for who cares if people post in the wrong section? Well the sections are there for a reason... just think how smoothly this forum could run if everyone actually showed some common sense and looked for the right bit.
