What's the purpose of one cent stamps?
Well, they are most often used for making up the difference on an old postage stamp, i.e., you have a .44 cent stamp, and the price just went up to .45 cents, you can add a 00.1 cent stamp to your .44 cent letter and there you go! , you don't need to throw away those old stamps... Just add Penny Stamps!
