Was he President or Senator at the time? I have seen him in person as President sign also have seen both Bushes and Clinton as President sign. I heard that as President Reagan used to have a small post it not type thing made up with the presidential seal on it and when asked at an event to sign he would put the post it note on most items. I do note that each signature was differnt so they were not autopen. I think we would have to agree most Presidents while in office use an autopen a secretary and a preprint......But real items are in fact out there signed as President by all of them. The other time I met Bush #1 as President I was at a campaign event where most people had spent 5,000 for the honor. He was kind of in a hurry as he had a 10,000 event at the same hotel Palmer House Hilton in Chicago directly after but he stood shaking hands and signing autographs for as long as time allowed......then waved both hands to everyone else and said sorry but i've got to go....
The throng around him was big but not un manigable and secret service were a little laid back. But for one 9/11 had not happened yet. Also as they call it....it was a secure room. Meaning everyone had been screened by SS# and had to go through metal detectors. Plus even thought my ticket was free One could assume people payong 5,000 and 10,000 one week beofre the election without some type of "Presidential Experience" would not be to happy.....lol
