My mom was murdered in NY 1983 and the person who did it never did time for it and is walking the same streets as I am. I went to the pct were it happened and I was told to fill out a FOIL I did and was told no info can be found, like it never happened. Any advice how I can look into what happened and to know WHY the person never paid for it ???
