Have you gone to your post office and asked them i they have IRC's? I've only used them twice myself, but I never got a response back when I sent two requests to the UK. I don't know if they are actually used or not. I think you are correct, though, they probably don't respond if you don't include anything. However, they may not respond either way, whether there is something included or not.
Then again, I think my personal problem is that I only send letters of request, I don't send photos because i don't have any and for me persoanlly it is too much to buy/order them.
Don't think I helped very much, now that i think about it, but you could still try your post office. Are you sure they don't have any kind of IRC's or some other postage that can be used internationally?
