Perhaps some of what each of you is saying could be true. You may find that many situations are not "either one or the other."
In my mind, a plausible explanation is that Ms. Palin signs large numbers of pictures ahead of time at her convenience. These can usually be sent out later with relative ease, except for the occasional personalization requests, which can then be done by secretaries.
I'm pretty sure that most celebrities can't do a lot of personalizing themselves without making the turnaround time excessively long. Having a quick turnaround on a real autograph personalized by a secretary would seem to be the best of both worlds.
