As far as I know you have to differentiate between the
real image, stored as a file here in database or elsewhere online, and the
window to display/show/represent the image in your post. The real image (the file stored in database) still have its original dimensions (100x100px) but the window for its representation is now limited to 90x90px. So as a result your image is scaled down to fit in the window.
When you right click on the window and select "properties" you (normally) see the properties of the windows' source, so the real image. So that could be the reason
