Yes, it is a reboot. That's why it doesn't matter that Peter Parker got his powers in the first movie, and the fourth movie (reboot) chronologically takes place before that - because movies #1-3 and movie #4 aren't part of the same story. They could simply make it so that Peter gets his powers during high school in the fourth movie.
On the other hand, if it were a prequel, then they still have to stick with all the events that occurred during the first three movies, and Peter Parker would have no powers in high school.
