I would state in my letter that I went to buy a photo from the website but they were out of stock. I would also include a fee, but wouldn't say anything in my letter about including the money. I never do anyway; when I include a fee/donation I just write a letter like I would for anyone else and place the cash or check in the letter or behind it. But if you do feel you need to state something, then be polite about it. In the paragraph where I'd request an autograph, I would just say something along the lines that I'm including a fee/donation to respect your wishes.
yer i guess i could do that i might put the website down so they know im not trying one on with them ooh im going to have to re write my letter then i put how much it was i had in their lucky i havent sent it yet i try to make it sound as polite as i can too but its hard to find the write words

if dont work at least i might get cheeky on signed photo
hoping for james marsters i watched him as spike in buffy, thats the amount i was thinking but if i dont get poster then i will be happy with a 8x10 one at least it will be better than it getting sent back empty.

He doesn't sign TTM, he sells autograph pictures on his offical site http://www.jamesmarsterslive.com/?page_id=37 an 8x10 is $45 but right now they are out of stock.
