The general rule is to send what you can afford to lose. You can pretty much send whatever you like to a celebrity to sign, provided that you will be happy (but obviously a bit disappointed) if you never see it again.
Things get lost in the mail, things get misplaced at a celebrity's agent etc., so if you have anything valuable that you can't bear to part with, don't send it.
So, if you are willing to send a comic book off to be signed - go ahead. Just make sure that you can bear to part with it in case it never comes back to you.
Also, you must remember to be able to have enough postage to send your item to the celebrity, and a self addressed, stamped envelope (
SASE) with enough postage on it to have the item you sent returned to you.
As for postage costs from the east coast to the west coast, I am not 100% with the postal prices at the USPS. However, take a look at this link
here which lists the US postal prices.
