anybody can do it. They usually bump with signature and avatar shops. The maker of the sigs and avies usually bumps it to get more attention for more people to request.

Yes. Bumping brings your topic to the top. You could just say another word but "bump" it was everyone says. You bump your topic to the top so it gets more attention.
