Today I called him about an interview for my school newspaper, he laughed and said he was on his way out the door to do an interview with BBC and if I called tommorow, he would answer any questions I have.

If you're sure they don't care then I guess you could. I personally wouldn't do that. Maybe you could write him/her a letter first asking permission to call. Then see what they really think.
And if you're doing an interview you could always send a questionairre in the mail..I know its not as great as talking to them in person but still, I get mad enough when people call me on the phone selling stuff.

I thought you meant a big time celebrity, if they don't care if you call them to request an autograph then you could do it if you really wanted to. I would be way to afraid to though.

And, might I add, I found the number in the public phone book. They aren't unlisted.
