It is indeed free to wait outside at the red carpet to try and meet the celebrities who are walking past.
To actually attend the premiere (i.e. see the film) is usually by invitation only or possibly through winning tickets through promotions/competitions.
If you are planning on going to a premiere, you will have to make sure you get there early enough to get a good spot. This depends on how big the premiere is and where it is to be held, but it may be as little as an hour or sometimes even overnight!
