These users are most likely "spam bots" - programs designed to automatically post such links and pictures. A warning would mean nothing to them - they are simply computer programs. :|

The Moderators usually provide topics of interest to their forum. They will pose questions of relevance to continue a discussion or redirect a discussion if it drifts off topic.

The Moderators may also provide some technical assistance to users less familiar with the forum (to post a picture, add an avatar...)

Moderators have the ability to approve messages for post if they so desire. They may also delete messages that they find to be offensive or off topic (rude comments - personal or otherwise). Abusive, defamatory language, or any other kind of unwarranted suggestive remarks can be removed by the Moderator without any notification.
