I can't do it at the moment (as I'm in class, and not supposed to be on my computer ;-) ) but you could Microsoft Publisher and crop the image than resize.

I would love you to resize this photo for me around the size of Zanne's old Zac Efron one, Maybe slightly bigger, but I cant seem to do it myself it looks so bad!!

This is the size:
