It's disappointing when people don't sign, or sign for a fee ... but that is their prerogative. Mail sent to them (unless specifically noted, e.g., on their website they say, "Send fanmail to..." is unsolicited mail, and as such, they can respond or not respond as they wish.
One person (not a Pawn Star) has on their website to get an autographed photo of them, to download a presigned photo from their site and print it out. That's the first time I've seen that.
Nothing to get worked up here about. Just shrug your shoulders and move on to the next request.
