Ok...let me see if I can explain this to ease your confusion.
These polls in the Mods forum are the general deciding factor. I think that the Carmelo thread in the global forum was only because admin though he was doing an exceptional job, and that he should become a mod anyway.
Rest assured we do not make a new poll about every candidate. Only in the rare cases where a member should be a mod, but the overall vote was a no.
And at any rate, admin always has the final say anyway, regardless of what we vote
