Yes, it is. But I think people who work at venues open up celebrities mail because they don't think they'll KNOW that they opened it, and they feel bad for the person who sent the photos, so they sign it and send it back. I'm thinking maybe they get access to mail long after the celebrity is gone?
Or maybe the managers open up and it's a sec signed photo. But then wouldn't they just forward it to Studio Fan Mail? Who knows, really. But I would think managment of the celebrity has the authority to open their mail.
Speaking of opening someones mail... I just got a bitch fired at my post office, for stealing my Nook Color I ordered around Christmas time!
