He doesn't sign HP photos TTM, that's why your photos were returned. I think he signs HP stuff in person, though.

I sent 2 photos (one of himself and one of Snape) with LOR and SASE on January 23, 2012 and got a reply today, February 6th.
He didn't sign the ones I sent, but instead signed a "Seminar" photo...and dedicated it!! :D
(I literally started shaking and crying once I realized what I was holding)
