If you want a celeb to dedicate your photo I would try putting a post it on the photo saying 'To _____'

A lot of celebrities do not actually read your letter just sign the photos.

hey guys.
yesterday I received Zach Braff, 2 times:D
I sent my request to Manchester Opera House. I was a bit worried why It didnt come back so I decided to write him again (I thought Its lost or the theatre didnt forward it), he was in manchester just for two weeks. I sent to Duke of Yorks and yesterday I received both my sase's :D all 6 pics signed.
