Well he is playing Thranduil who is Legolas' father.
He does feature in the book as he helps Bilbo and the dwarves, but I would not necessarily call him a main character in the book.
Obviously I have no idea if they have fleshed his character out a bit for the movie/s

Not sure. I have been sending my custom cards to any cast member they release photos of. So far 11 of the 13 Dwarves have signed my cards.
