I think he just sent out pre-signed via agency because he is (or was) filming the hobbit. I saw many personalised successes via his agency before the re-shots so im sure you will get yours back when he has time ;)

I sent my fanmail to Richard on 3rd June (used IRC) to 'The Hobbit' address, received back two signed photos (one personalized) on 18th July.
