Dylan never signs ttm, vv or ip. You could be the only person in the world - he wouldn't sign.
He did some book signings years ago. All sold copys are worth several thousands of dollars now.
It's nearly impossible to get Dylan's signature these days. You have to buy it.
+ In 2012 to promote the release of his album "Tempest' and commemorate the 50th Anniversary of His Career, he Signed a very small amount of "Tempest" CD's that were Sold in 3 Bob Dylan "Tempest' Pop-Up Shops in New York City, Los Angelas and London + Berlin(Dussman Store). Also an extra few for Radio Promotions...
Each Store got a slightly different amount of Signed Copies(NY got 15), all of which added up to something like 60-70 Signed Copies World Wide... Awesomely, the cost for a Signed Copy was only $9.99... First come first serve, 1 Copy per person... Unfotunately several of the Signed Copies were inexplicably smudged badly(silver marker), making the clean Signature copies even more rare. Authentic Examples(there have been 3-4 phoneys that have surfaced) have Sold on Ebay from $3,500 to $1,500. The only copy currently listed for Sale fluctuates up and down between $6,000 & $4,500.
To this day, it is the only "Signing" or "Autograph" event linked to Bob Dylan's musical career in over 52 years... Luckily, I got one of the Nice ones from the NYC Store.
If you want to obtain his genuine Autograph in any other way, you can shell out $2,500 for an Art Print or $5,000 for a Signed & Played Harmonica from Hohner.
Other than that, sadly, you're shit out of luck.
