In the autograph collecting forum you will find an actual thread devoted to Playbills.

It's best to address your envelope with "Stage Manager of "The Little Mermaid""

But usually you address the letter itself as said to the Cast & Crew type deal.

I strongly recommend writing 1) whether you have seen the show, or plan to (on Broadway or National Tour)/maybe how many times you saw it, 2) If you like the cast recording, 3) with TLM/Disney what the movie meant to your childhood or just a good memory from the musical. Also, complement the cast (whether or not you single someone out or not is up to you) and the crew for the hard work they do 8 times a week {thumb2}. Then simply, just ask if you could request a playbill signed by the cast.

And yes, you could request for a playbill in your letter :D

When writing of for a play bill who do i address it too? And do i just ask if i could have a signed playbill?
