Yes, an International Return Receipt is just a receipt for signed for mail/ registered mail.

I think No (may want to get another opinion to make sure), but if I am not mistaken an International Return Receipt is something that you can pay for that will make them send you a confirmation of delivery (ie. if you have an important document to send and you want to make sure it got there). Whereas an IRC is a voucher that allows a person to turn it in for postage.
