Well, it generally does not increase or decrease your chances of getting an autograph back.
It does for some celebrities, very few, [the only person I can think of straight off the bat is the guy who played McLovin in Superbad (Christopher Mintz-Plasse)] only respond if you send a picture.
Sending a picture does help with receiving an authentic autograph with some celebrities (again some, not most, just a few.)
Some celebrities send pre-prints but sign authentically if you provide a picture (celebs such as Tim Allen and I think Jimmy Carter.)
To answer the main question, no it does not increase or decrease your chances of getting an autograph [for
