The "coupons" people have referred to are IRCs (International Reply Coupons) They enable the person replying to not have to pay for their own stamps, basically you're paying for the return postage. Including IRCs, or, even better, SASEs (Self Addressed Stamped Envelope) will increase your chances of getting a quicker response.
When you're sending overseas to places such as the US, you can include IRCs which can be purchased from your post office. However, if you're sending to somewhere in your country (in your case, England) you can include an SASE in your main envelope (which should include a letter of request and *optional*something for the celebrity to sign. The most common is a photo or an index card).
