What I mean is that marker pen ink looks flat and non-reflective when you view it against glossy photo paper.
If you tilt a sharpie autographed "glossy" print away from you in daylight or better under a desk lamp you will see the signed bit looks flatter (not glossy) against the glossy surface of the photo.
If however your print is on matt paper (not glossy) then you might be OK with a sharpie.
It is totally up to you if you do the whole photo or not. However, what you will probably see (if it is a glossy photo) are the same damaged dots in black matt marker against a glossy black background - instead of white dots if it is viewed in bright light / daylight.
The print will probably look pretty OK in normal flat interior lighting (house lights), so if you are just planning to keep it for yourself for display indoors then you should be OK.
Professional retouching is very expensive, so unless you are totally unable to get a replacement autograph from this person I would not recommend it!
