The USA global forever stamps cover a letter FROM the USA to another country (up to one ounce).

I have heard people send their country's cash for postage or you can purchase the recipients county's stamps-online or in the trade forum, etc.

So i am thoroughly confused about the Global Forever stamps in the US. Since our USPS no longer sells IRCs I have had to find ways to buy other country's postage. I've read that some people have included the Global Forever on SASE's for international reply and had success. However, on the USPS website it says that you must use that country's postage.
Which is true?
