In regards to No. 2, you need stamps of the country that you're sending to. If you're sending to someone in the US, you need American stamps for the SASE. (American Post Offices no longer sell IRCs, so stamps are the better way to go as many Americans won't know what to do with them. Plus you want to make it easy for them to respond, and if they can sign something, seal it, and have their assistant drop it off or have the mail picked up without having to go to the Post Office, the better.)
