A letter under 10g will cost 62p, under 20g and it will be 90p. You can get it weighed at the post office and they will charge you the correct amount.

As for IRCs, 2 should do it. Put 2 in your envelope, along with your letter and return envelope. The recipient will then exchange them for US stamps.
