1 centimeter = 0.393700787 inches
1 inches = 2.54 centimeters

$0.98 is enough for envelopes (according to the USPS postage price calculator) meeting these criteria:

First-Class Mail International Letter
Max. length 11.5", height 6 1/8" or more than 1/4" thick

Envelope size in centimeters: 29.21 cm x 15.56cm

I just realize we have a bit of an international mixup here.. some of us are going by inches, other by centimeters, no wonder we're all confused at one another. :lol:

But for example me- I live in Slovakia and I always getting my autographs (pictures: 9x13 or 13x18) in the envelope with 98 cents stamp on it, so...

Depends on where it's heading, but I agree - there's no way $1 would be enough. Even the minimum cost for a large envelope to most countries cost over $1, and one with a picture inside is going to be over that.
