Ok so basically you need to send a letter and an SASE. And possibly a photograph if you wish - although if you are sending to a venue and not the agency this is recommended as the celebrity may not have a photograph to hand.
With the SASE there are two main options - you could purchase American stamps which members here do sell or through Ebay or you could purchase International Reply / Response Coupons (IRCs). However, IRCs are more expensive than stamps in general and when sending to the USA it is wise to send 2 - 3 depending on the size of the envelope. In the UK just one IRC costs around £1.10 unless they have increased the price again. But there value is less than this as postage back from the USA is .98 or 1.24 (I'm sure this is correct) depending on the size and weight of the envelope. In addition some celebs will not respond to requests using IRC because they have to be swapped for stamps at a post office which is obviously more trouble for the person than just sticking in to a post box.
