American looking for international sigs

So Im looking to get a few autographs from celebrities overseas 2 Russia, 2 UK, 1 Japan and 1 Hong Kong. Where on this site are there users that sell postage from these countries/is there a place to buy postage online?

I was all set to go buy IRCs but then saw that it usually dosnt yield good results so now id rather get the actual postage.
