That's the answer. It is most likely the actors are represented by different agencies, so you'll have to send to each one separately. Even if you write to a set while they are filming it would be presumptuous to think someone will go running around getting the entire cast for you.
I'm going through the same thing right now, trying to get the cast of Heroes on one photo. I'm also planning on waiting about a year or so and getting them individually so that if I don't get the photo back, at least I'll have them one way or another.
