The size of the file matters, depending on how big of a photo you want to print out. If the file is not big enough the photo can come out grainy. For an 8x10 the ideal file size is 690x768 pixels or so I was once told. If you are going to print smaller photos (such as a 5x8 or 4x6), you can use a smaller sized file.
As for the size of the actual photo, that really doesn't matter. But for your SASE, use an envelope big enough to hold an 8x10 in case the celebrity decides they don't like a certain photo and sends out one of their own instead.
