Lots of people seem to be having this problem, as IRCs are being used less and less and so it can be difficult to find them in lots of places. :neutral: When you've tried to buy them in the past, have you asked for IRCs or International Reply Coupons - as postal workers are more likely to understand what you're looking for if you use their full name.
Other than that, the only thing I can suggest is trading with other members on the forum for stamps from the country you're after,
OR you could send the correct amount of money that would be needed to post the envelope back to you along with your letter and SAE etc.
