All of your questions are good ones. I think I may be able to help you here.
1- You could put the date of the event on the envelope. I personally don't, but I don't think it would increase or decrease your chances either way.
2- If you're mailing to a concert, you should mail about a week before the concert date. If your mailing to a movie set, then mail anytime during production.
3- You could mail a sharpie. I think it would be more trouble than it's worth. It would cause you to pay more postage, and it mayt break during shipment. I don't think that anyone on this site sends sharpies to the celeb. They should have something to sign with.
